The significance of the project: 

The project is of strategic importance. This traffic corridor is of great importance for the Republic of Serbia, Belgrade and Pancevo.

A special problem for Belgrade is the development of road and rail transport in the direction of Banat over Pancevo road and rail bridge on the Danube. Road transit passenger and freight traffic takes place through busy city streets. Freight rail traffic (about 1.5 million tons, of which 60% constitute dangerous substances) takes place through the Sava Amphitheater and the banks of the Sava and Danube rivers around Kalemegdan.

The aim is to carry out freight rail and transport of dangerous goods, as well as transit road traffic in the direction of Belgrade-Pancevo-Vrsac / Zrenjanin, out of the narrower city area of ​​Belgrade and Pancevo along the bypass and bypass road in accordance with the Spatial plan of the Republic of Serbia, City of Belgrade, Spatial and Urban Plan of the City of Pancevo.

"Infrastructure of the Railways of Serbia" is planning to reorganized railway traffic in Belgrade by dividing the transport of passengers (going through the city area) from the transport of goods (which would would go around the city) within the "Belgrade Waterfront" Project .

Part of the roundabout exists on the route Batajnica - Ostruznica - K / K1 dispersion which enables the transport of freight trains outside the city area in the direction of the south - west / north, but the part of the railway bypass east - west / north / south - is missing that would be completed by the construction of a new one - Potok - Vinca - Pancevo Varos.

Without the realization of this project, it is not possible to relocate the railway traffic from the city zone (a roundabout around Kalemegdan) and to realize the project Belgrade Waterfront.

Status of the project: 

For cargo railway track Beli Potok-Vinca-Pancevo, the highway Bubanj Potok-Vinca-Pancevo and the road-rail bridge across Danube near Vinca, General Projects, Preliminary Projects, Feasibility Studies and Environmental Impact Assessment Study were carried out. In September 2015, PE "Roads of Serbia" and "Infrastructure of the Railways of Serbia" submitted requests for issuing locational conditions. The Ministry issued location conditions, after which the preliminary design will be directed to the professional control of technical documentation by the RRK. The preparation of documentation and Plans were financed by the Ministry of Infrastructure and the City of Belgrade in 2007 and 2008, and all documentation was done by the CIP Traffic Institute.

For these facilities, a Detailed Regulation Plan (DRP) was prepared, especially for the territory of the City of Belgrade and for the territory of the City of Pancevo. The Assembly of the City of Pančevo brought the PDR, and the Public Inspection was completed in Belgrade.

Investment value: 

The total construction value is about 430,000,000 euros.

The total investment value of construction, design and indirect costs, including conditions and approvals, administrative fees, licenses and expert supervision, is around 470,000. 000 euros.

The expected deadline for completion of this complex project is 5 years.

 

Project description: 
Due to the specificity and connection of the solution of the roads in the common corridor, the most rational solution is the simultaneous construction of both roads with the road-rail bridge over  Danube.

The project involves construction of the highway Bubanj Potok-Vinca-Pancevo and the electrified single-track railway Beli Potok-Vinca-Pancevo-Varos with the road-rail bridge across Danube and the railway triangles Zuce-Bubanj Potok and Pancevo Hipodrom-Pancevo Varos.

The planned railway line would be designed according to the AGC and AGTC standards, for a permissible axle load of 22.5 t / ax and 8 t / m, a free UIC GC profile, a maximum speed of 120 km / h on the open track, 50 km / h triangles and 120 km / h on the bridge over Danube. The line would be with the 60E1-type track on the concrete thresholds (closed rail construction in the curtain ramp) and the entire rail would be electrified with the 25kV / 50Hz system.

The project also plans to electrify the existing single-track railway Pancevo Hipodrom - Pancevo-Varos. A bridge across Danube is a key, with the possibility of phase construction, which should enable safe operation of road, rail and river traffic. The bridge over Danube consists of a main bridge, an access road and highway construction, where the railroad is in the middle of the width of the bridge, and on the outside of the railroad there are road traffic lanes.

On December 17th 2014, the Government of the Republic of Serbia signed a Memorandum of Understanding with the Chinese company Sinohydro Corporation Limited for the realization of this project. The Chinese company Sinohydro has submitted an offer for the construction of a bypass around Belgrade on June 1st, a working group was formed by the Ministry that has evaluated the offer. Representatives of the Chinese company Sinohydro held a presentation of their offer for the construction of a bypass around Belgrade on August 14th, 2015, in which representatives of the working group of the Ministry presented their views on the construction and financing of this project. In November 2015, the Chinese company sent a proposal for the extension of the MoU. The newly-established MoD was signed on December 30th, 2016, with the duration until June 30th, 2016.
