The significance of the project: 

The aim of the project is to improve the capacity of local governments to manage sustainable infrastructure, as well as to improve access to economic and social opportunities in a climate-aware way. This is in line with the Sofia Declaration on the Green Agenda for the Western Balkans, adopted on  November 10, 2020, as well as with the goals, measures and activities defined by the Strategy of Sustainable Urban Development of the Republic of Serbia until 2030 and its Action Plan. The project will provide investments and technical support for the sustainable improvement of local roads and mobility, as well as the overall resilience of local governments to climate change. Each local self-government will be entitled to a certain amount of funds, according to a formula that takes into account the number of inhabitants, area, level of development, as well as vulnerability to climate change.

Status of the project: 

Loan negotiations were held on January 24 and 25, 2022.

Investment value: 

265.2 million euros (300 million US dollars)

Start of the project: 

The Project is expected to start in June 2022

Completion of the project: 

The Project is expected to end in November 2028.

The project is structured through the implementation of activities divided into three basic components:

  • Component 1: Climate Smart Mobility
  • Component 2: Strengthening Capacity for Infrastructure Service Delivery
  • Component 3: Project Management and Awareness Raising
